Some English words stress differently when it works as verbs or nouns in a sentence. For example, you stress the first syllable of the word "research" if it's a noun; while you stress its second syllable when it's a verb. Simliar words include "permit", "export", "excuse"...

Yes, different. For example, as a noun, "excuse" means the thing, the lie one uses to free himself/herself from some obligation; while as a verb, it mean the action that one uses some disguised reasons to escape from some inconvenient occasions. They are different in nature.
